Two officials from Mainland Soccer were invited to attend this Academy. Our representatives were: Hamish Little: Canterbury Mark Rule: Canterbury Both will provide us with their thoughts on the course later in this newsletter:  MISCONDUCT REPORTS This season we were able to put the misconducts straight onto the team cards (in Canterbury). This was only because the printers of the card accidentally printed them this way. This was a problem in some grades because teams didnt get their cards in on time. Next season we will more than likely go back to only entering the codes straight to card at Mainland Premier level. You will still be able to use the codes on the misconduct form!!!!!!!!  Mark Rules RDA Comments: I was lucky enough to be selected to attend the 2006 level 3 R.D.A course in Napier. I had attended this course in 2005, so had a vague idea of what to expect. I went with an open mind and worked hard to absorb any information I could relating to refereeing. Football should be played with a degree of structure. At this tournament the teams playing structures were often thrown out of the window and replaced with kick and hope for the best. The structure of the referees course was never in any disarray with the Ken Wallace at the helm and his team of drill sergeants keeping us all in check. The referee base was appropriately located next to a winery so evenings were always quite entertaining. Well with John Cameron on the course the whole week was going to be entertaining wine or not!!!!! Each referee received a complete tracksuit, socks, shorts, polo shirt andyellow referee shirt. All referees had arrived by 2 oclock Saturday afternoon which was the official starting time for the course. The usual hellos and introductions ensued before Ken presented the first topic, guidelines for referees. After this we broke for afternoon tea before being herded into vehicles destination Taradale Park. I learnt how to use facial expressions and the upper body to further add emphasis if it is needed to convey certain messages. John then presented qualities of top referees. This presentation further added to my thoughts on body language, so all in all a successful start to Sunday. After a break Ken presented a series of clips on identifying fouls. We watched each clip and were invited to voice our opinions on what action the referee should take. At times no one wanted to say much as we were all unsure, whereas at other times it was full noise. This session really tested our knowledge of law 12 and its application. I learnt here that the referee must quickly assess every situation by asking himself what is the foul? And what action should I take? The morning finished with a session on assistant refereeing with Paul. So far a successful morning, After a break for lunch Helen arrived and delivered a sermon on warm-ups, cool downs, stretching and anything associated with preventing long term injuries. After another break the Taradale Park locals were again rattled as we rolled on up for some more outdoor work. The day finished with a rowdy session from Shannon Smith on healthy nutrition. Upon arrival we found a game in progress and you can imagine the astonishment of the people at the game when a whole bunch of referees complete with flags and matching tracksuits piling out of vans like carnivorous lions primed and hungry for a piece of action. Our first practical was on assistant refereeing and was conducted by Paul Smith. This was an interesting session as it required a bit of thinking and alertness on our part and pretty pink and yellow cards on Alexandrias part. From there we shifted to a positioning referee practical run by Ken Wallace. For me this exercise proved of great assistance as it involved reading play, making decisions, getting close and correct movement patterns. All of which I took on board and tried to implement throughout the week.  When I initially saw the course outline I was dreading Sunday as it incorporated a full-on day of morning class work blended with an outdoor practical afternoon session. However the sessions were evenly spaced, so we didnt really have a decent chance to doze off. The morning began with Ken talking on communication and the use of body language. This was of great value to me as I am a fairly timid lad when it comes to expressing myself. So to Monday and it was finally time to apply as much of the two previous days work as possible. For me I was trying to work on 3 main things, body language, the x factor and the where, where go principle. To be honest the first day was average in terms of trying to implement my 3 main things. However as the week progressed I felt that I made vast improvements in these 3 areas. The only drawback with the timing of the academy is that our local season is virtually finished and Im foaming at the chops wanting to get stuck in to apply my newly found techniques. I am very much looking forward to trying to apply these key factors at some stage next session. The academy was very professionally run, everything was run to a precise time schedule and there was no arguments that I could hear from anyone, oh and one more thing I havent mentioned Brian Klee, only one thing to say for this mild mannered gentleman..nice tights. REFEREE DEVELOMENT-STAGE 2 Napier 17-21 December 2006 Mainland Soccer Referees accepted nomination ***********Chemi Li Sheng (Canterbury) Because the tournament has been condensed into 5 days, NZ Soccer have asked that each federation supply a further two referees (at the federations expense) for the tournament to help cover the 90 appointments per day. That is if each game had three point control. Mainlands two referees are: Phillip Beale & Michael Lindsay (both Canterbury) Phillip and Michael will be staying with Mainland Soccer management, not at the Referee Development Academy, however will be invited to attend lectures at the academy if they wish.  David Elleray Evening The New Zealand Soccer Referees Committee in conjunction with New Zealand Soccer, SPARC and Sport Canterbury invited David Elleray to front a seminar on July 27th 2006 at the Christchurch Football Club. David was shown around Christchurch during the afternoon. He commented on how he felt like he was at home, Christchurch being a very English city. The evening session which commenced at 7pm was well attended by officials from all codes, their friends and families. David was interesting, humorous and articulate. He was able to entertain the audience with hardly time for a breath. Not surprising considering he is a Harrow School master back in the UK. He spoke of his experiences at the very top level, especially the hard times he had when he was under immense pressure from many fans around Europe. Ken Wallace also gave a talk on his experience as a FIFA Referees Committee member at the 2006 World Cup in Germany. He accompanied the referees throughout the tournament and had a few stories to tell. The only regret is that we did not offer the whole football public the opportunity to attend. We must also be thankful to Sport Canterburys Rob Ecclestone and Natalie Gabites (Canterbury Sports Officials Network) for their help in organizing the event. About 25 people attended a lovely breakfast with David the next morning at the Christchurch Casino before he continued his journey around New Zealand. Best wishes David   Referees Review Process The Mainland Soccer Board is at the moment, conducting a review into refereeing in the region. It is board member Mike Killicks responsibility to make an overall review of how the refereeing side of the Mainland Soccer "business" is currently operating in order to try and determine why we are not attracting and retaining referees within the game. The review will also look at improving the overall standard of refereeing within our region in terms of developing an increased depth of referees all levels. Mike has started the review process, which could mean significant changes to the refereeing structures in Mainland. The review will involve the implementation of a working party and it is hoped that the recommendations from the working party will start to be implemented in mid November. All referee branches in Mainland will be able to have their say in this review and a report on the review will be distributed in due course. HIS COMMENTS ABOUT HIS EXPERIENCE FOLLOW: GOODALL GOES TO AUSSIE Bryces report on the Kanga Cup I meet Antony Riley (Manawatu) at Auckland airport on my way from the domestic to international terminal. This gave us the opportunity to meet and share our thoughts on the tournament ahead and also refereeing in general. We decided that we should set our standards high for the week and simply take as much out of the experience as we could. Upon meeting Scott, the referees director for the tournament at Canberra airport we were told that all four of the New Zealand referees were to officiate on one of the first games after the opening ceremony. This was our first opportunity to make an impression on the other interstate referees as we all decided as a team to do the game in the most professional manner we knew how. It was a great experience to referee on Canberra Stadium. Monday morning came around and this was our first opportunity to gauge the standard of the tournament as a whole. Appointments for the first few days of the tournament were done by Scott and these were given to us the night before our games. This was the case for the first few days and then latter in the week we were given our appointments in the morning for that day. The group of interstate referees was a very diverse bunch with ages ranging from 23, right down to 14. Not only did the diversity show in the ages of the referees, but also in their standard and experience. A lot could have been done during the week to improve some of these referees had there been a structured coaching program three or four nights during the week. As it happened John Cameron took a couple of unplanned coaching sessions, which the boys lapped up. Many hadn't had that kind of coaching before. I feel that the coaching aspect of this tournament was its greatest let down. Not only was there not enough coaches, but a number of them had very little idea whatsoever. Some coaches giving out 9.9's!!! That does nothing whatsoever for the referee at all. Marks are not what the referees at this tournament need it's coaching points such as those given at our academies. Thankfully for me personally the only referees coach that looked at me all week was JC. The week without John would not have been worthwhile not only for us Kiwi boys but also the others at the tournament. I learnt a lot from John not only for my refereeing on the field but off it as well. Im sure that with Johns help the refereeing aspect of the Kanga Cup can develop next year with the implementation of an academy similar to those at home. Due to the nature of teenage boys living together in a confined space it was essential for the older, more mature referees to take time out and get away from the lodge. A few nights during the week the Kiwi boys, our Queensland cousins and even a couple of boys form the Central Coast headed out for a meal or to a bar for a couple of quite drinks and to reflect on the week and on refereeing in general. Bryce Goodall  28 August 2006 OPEN LETTER TO ALL MAINLAND SOCCER CLUBS Recently the Judicial Sub Committee of Mainland Soccer has heard a very serious case against a club team involving threatening behavior and verbal abuse towards a referee during and after a mens club game. As a consequence Mainland Soccer had to take some serious action. The Board and Management of Mainland Soccer are very concerned with the escalating level of verbal abuse and in some instances threatening behavior towards referees during the 2006 season. The quantity of such offences and seriousness of each breach has now reached a point whereby it has become a key board issue over the past three months. Mainland Soccer would like to remind all who take part in our game of your own individual responsibilities in this area. As the governing body it is our responsibility to ensure that the game is played in the positive manner intended and that the integrity of Mainland Soccer Competitions are not compromised by such actions. Club administrators have a major part to play in setting standards for their coaches, players and spectators.We are here to support clubs in any way we can, to assist you in meeting your own club standard of behavior, but at the same time are prepared to take the appropriate action against clubs if required, when the appropriate standards are not met. Judicial hearings are the ambulance at the bottom of the cliff. Mainland Soccer is currently working with the referee associations to determine the best practice to attract more referees and encourage existing referees to stay longer in the game. Coaches and players improve with experience; referees are no different, so lets all work together to allow this to happen. There are two teams on the field. Call it both ways!" Variations on a theme. And the theme is the verbal abuse of referees by players, coaches and team officials. Abuse is not too strong a word to use to describe the comments shouted at referees during and after matches. In most jurisdictions, any survey of the reasons why referees drop out would have verbal harassment at the top of the list. As more than one official has said, "I have better things to do with my life than put up with that nonsense." Why do players, coaches and team officials insist on berating referees? (Fans, too, verbally abuse referees, but that is another topic.) To oversimplify, there are probably three reasons. The first is the frustration that arises during the heat of battle. This can usually be handled easily by the referee, either by ignoring the comments or by having quiet word with the offender. The shouts of "What was that, referee?" and "Open your eyes, ref!" may in the context of a physical sport have no significance beyond the incident that provoked the spontaneous outburst. Nonetheless, such comments must be monitored, to prevent them from becoming an epidemic. The second reason for verbally abusing game officials is gamesmanship. Here the intention may range from intimidation of the referee to getting the next call to trying to direct the referee's attention to things that one team thinks will help it. "That's the third time he's done that, referee!" and "Watch that No. 10, he keeps going in from behind." These are examples of gamesmanship. It is something that referees must be aware of and must be prepared to deal with quickly. The third reason for referee abuse, paradoxically, has little to do with the actual officiating. Rather, directing criticism at the referee becomes a means of organizational self-preservation. A loss, for example, can call into question organizational (team) objectives, task performance, perceived superiority or individual and team skills. When such questions arise, team cohesion can be threatened. If the team is to continue as a unified body with a strong sense of identity, it must look for some outside cause for its setbacks. (This is no different than what happens in society, where blame for social or economic problems is placed on some other identifiable group.) It is a lot easier to externalize problems - to blame things on the referee -- than to look within oneself to the true causes of defeat. Much of the responsibility for abuse of game officials must rest with those who manage and run soccer teams. Even if anger is the dominant response, abuse of officials need not be the automatic reaction unless that kind of behavior is encouraged by the immediate environment, an environment in which the coaching staff plays a vital role. By the same token, coaches who encourage a "win at all costs" mentality are much more likely to use, to encourage and to condone gamesmanship, including attempting to influence or sway the referee in favor of their teams. Given the trust and respect that most coaches enjoy, these attitudes are quickly communicated to the players. Finally, attempting to maintain organizational cohesion does not excuse sideline behavior that deflects responsibility. Coaches and players need to appreciate the fact that the referee is an integral part of the game, as is a winger, a goalkeeper or an assistant coach, and that the referee's role needs to be respected.  Former Mainland Referees Committee Member in Car Crash See article below  INCLUDEPICTURE "http://www.ashburtonguardian.co.nz/images/ashburton_guardian_illus.gif" \* MERGEFORMATINET August 15 2006 Ashburton soccer identity in spinal unit By Susan Sandys The Mid Canterbury soccer teams manager, Mark Anderson, faces a long recuperation process after sustaining a back injury in a car accident that has left him with next to no feeling or movement in his right arm. The 44-year-old has been transferred to Burwood Hospitals spinal unit after being airlifted to Christchurch Hospital on Friday. Mr Anderson has undergone surgery to remove two crushed vertebrae in his upper back, and these have been replaced with bone from his pelvis. He has had titanium plates inserted down the sides of his spine, and has paralysis on his right side. But he counts himself lucky. He spoke to the Guardian from his hospital bed this morning, and said he remembers the accident vividly. He knows why he was seriously injured while his fellow two occupants were not. I was the only one in the vehicle who didnt have a seatbelt on and I got tossed around like a rag doll, he said. Mr Anderson, a builder, was travelling back to Ashburton with his building contractor boss and boss wife when the crash happened at Te Pirita. He was in the rear of the four-wheel-drive vehicle, and had not fastened his seatbelt as the back seat had been covered with tools. He had not bothered to move these to find the seatbelt clasp. He said his boss was driving at a speed of about 90km/h. The tarseal road had boggy areas at its sides due to rain and cattle having used it, and the road surface also had mud and cow pats on it. There was another vehicle travelling in the same direction in front, towing a trailer. It moved left to allow them to pass, but hit mud and veered out into the middle of the road, forcing Mr Andersons boss to take evasive action. He went over to the other side of the road, went into mud and started sliding. Which wasnt that concerning until we managed to get right back out into the middle of the road again, Mr Anderson said. He knew the car was going to start rolling and threw himself to the floor. The vehicle rolled at least twice, it couldve been more, before landing upright. When the vehicle came to rest I was lying along the length of the back seat with all the tools and everything all over me. As soon as I moved, pain moved through my body and stopped me dead in my tracks. I just screamed. Rakaia Volunteer Fire Brigade members were quickly on the scene and member Stu Wiseman climbed into the back of the vehicle to help him. He kept me calm at times when I was losing it. It was just the pain that I was struggling to deal with, and trying to keep still. Keeping still until the Westpac Rescue Helicopter arrived was vital as any move the wrong way could have resulted in a more serious spinal injury. Mr Anderson is lucky his spinal cord has not been damaged. The injury has affected the nerve endings from the spine which travel down limbs. He said he realised just how close I was to living my life through a tube and expects his recuperation process to last 12 months, although he may be at Burwood for just another two weeks depending on what specialists say. His sports management career will continue, but playing competitive sport again is unlikely. Richard Siddall, who couldn't see beyond his penalty box, assumed all of the action was at the other end. He only realised when a fan told him the match between his side Stocksbridge Steels, near Sheffield, and Witton Albion had been called off after 30 minutes. Richard told the Daily Star: "I didn't have a clue. I just stood there waiting for a player to come through the mist." His manager Wayne Biggins, a former Sheffield Wednesday player, said: "We were in the dressing rooms but Richard thought we were still playing. "No-one had a clue where he was until it dawned on us that he must have still been on the pitch." Hamish Littles RDA Comments:  In August, I attended the 2006 Stage 3 Referee Development Academy, officiating in the National Secondary Schools Tournament, Napier. Ten referees from around New Zealand and two from Australia attended the Academy to further develop their refereeing. The course was run by Ken Wallace and his team of, John Cameron, Brian Klee, Paul Smith and Alexandra Maclennan who are all very experienced coaches. On Monday the tournament started. Each attendee was appointed to 2 games a day, 1 middle, 1 AR or 2 ARs or even 2 middles. Also appointed to each game were referee coaches, whose main function was taking notes and running team discussions at the conclusion of the various games. They would focus on our performances and how to improve on certain aspects. Also in attendance were Helen Tunstall who spoke about injury prevention and Shannon Smith spoke about nutrition. We all arrived around Saturday lunchtime, had introductions then got into some practical sessions with Helen Tunstall who focus on Fitness and put us through a warm up and warm down programme. Paul Smith and Alexandra Maclennan took practical sessions on offside etc, plus teamwork, Overall it was very worth while to attend this academy and from a personal point of view the knowledge gained has been of significant benefit, which I will be using when officiating in the future. I would recommend if any Mainland Soccer Referees are offered the opportunity to attend future academies, do so as the experience gained goes a long way to the development of a referee. which focused on working as a team with youre appointed ARs from the time of your appointment until you leave the ground after the game. Sunday we were in a classroom with Ken Wallace focusing on the main points of the Laws of the Game, Spirit of the Laws, Communication, Man Management and recognising fouls etc.  In Conclusion I would like thank Mainland Soccer and Canterbury Referees Committees for giving me the opportunity to attend the Stage 3 Referee Development Academy.
